I just purchased a new iPhone and my NOTES, along with half my CONTACTS, and I can't figure out how to retrieve my NOTES from my old iPhone, which of course I no longer have...

If you were syncing Notes and Contacts with iCloud you have to turn the switch on again in the settings and the data will download to your phone.
Settings>Your Name>iCloud>Apps using iCloud>Notes>On and Contacts>On.
If you were not syncing that data with iCloud and were including them in the backup and you restored the backup of the old phone, they should have appeared on the new phone when you restored the backup. How did you set up the new phone? Did you restore a backup?
