No "download photos" button for iCloud Sync

For iCloud on my pc i dont have an "download photos button" and photos do not download to my pc automatically.. my old pc didn't have this problem. I've removed iCloud and connection to my old pc and it still wont sync. I have re-logged several times, and deleted my iCloud library from this pc and the old several times. NOTHING seems to make it want to sync together. (I am on windows 10 platform)

Windows, Windows 10

Hi NelsonBlvd,

Thank you for posting in the Apple Support Communities. We understand you are having some problems downloading iCloud Photos to your Windows PC. You'll want to follow the steps linked below, to ensure your iCloud Photos library is syncing correctly.

"Download your photos and videos from iCloud Photos

New photos and videos you add to iCloud Photos will automatically download to your PC. You can also download your collection by year, in iCloud for Windows 10 or earlier, when you follow these steps:

  1. On your Windows computer, open File Explorer (Windows 8 or later) or Windows Explorer (Windows 7).
  2. Click iCloud Photos in the Navigation pane. If you don’t see iCloud Photos, click Pictures in the Navigation pane, then double-click iCloud Photos.
    • If you're using iCloud for Windows 11.1, double-click a thumbnail to download the file.
    • If you're using iCloud for Windows 10 or iCloud for Windows 7: New photos and videos you add to iCloud on another device are automatically downloaded to your PC. To download older photos and videos in iCloud for Windows 10, click the Notification area in the taskbar, then click Download Photos in the iCloud Photos notification. Choose the photos and videos you want to download by year.
    • In iCloud for Windows 7, click “Download photos and videos” in the Windows Explorer toolbar. Choose the photos and videos you want to download by year, then click Download.

Your photos and videos download to the location you set in iCloud Photos Options."

Cheers!

So i got home from work, and went through the uninstall process again. This time though, I instead, downloaded the "windows 7" "Windows 8" installation file. Previously i was only using "Microsoft Store's" bs application. Only because I didn't know you could still get the raw installation file.

Now, everything works as intended. All photos are now being synced again..

ive done the whole process over and over all it says in the task bar in the end is “updating”

ive cleared all data, uninstalled. Deleted the iCloud folder, redownladed and set it up again . Still just constantly says “updating” under photos. iCloud Drive has no problem updating and downloading information, and the photos I upload to my “family” share location load to my computer. But the auto uploads of my camera roll and photos are not uploading.

i have never had this problem on my old computer.
