Turbo tax wants me to update my browser which is safari. I am unable to update it

Safari is updated as part of an iOS update. Unfortunately, an iPad 2 cannot be updated beyond iOS 9.3.5 or 9.3.6.

He's right. Safari is part of the iOS operating system. Why not install and try another browser? There are a number of fine browsers available which are current and should work.

I'm not sure there are any other browsers that would work that are currently available for iOS 9. -- There may be but I don't know of any.
