I wanted to purchase a book (Artificial Condition by Martha Wells) on my iPad Air 2 running iPadOS 13.6. It shows the price as $2.99. When I tap to purchase, the price changes to $9.99. I've attached screenshots. Why can't I purchase at the $2.99 price?

You will have to ask the publisher of the book, they are the ones who set the price (not Apple).
I understand Apple doesn't set the prices, but why display one price, then change it when I attempt to purchase? I doubt the publisher has two prices for the same product on iBooks. Apple should display the correct price at all times.
