Why not? What happens when you try to download it?
On what device are you trying to download it?
If you mean this Prisma App: Prisma Photo Editor on the App Store,
then its only available for iPhone and iPad, there is no version for Mac, so there's no way to download it on a MacBook Pro running High Sierra.
