my hotspot have a problem it always become on without switching it become on

iPhone 7 Plus, iOS 13

Disable Hotspot.

From the home screen, tap Settings. ...
Tap Cellular.
Tap Personal Hotspot.
Tap the Personal Hotspot switch to turn the feature off.
