“Best” is a subjective term.
All iPads today run the exact same iPadOS with no compromises in OS features.
So, if you want to save some cash the base 2019 iPad 7th gen with a 10.2 inch screen ( the new 2019 iPad Air 3 has a 10.5 inch screen ) maybe a better value and you can find these discounted online, like online retailer Amazon, BestBuy or Walmart Websites.
The 2019, 10.2 inch screen iPad will do everything a more expensive iPad model will.
Also, the 2019, 7th gen iPad has the same amount of internal RAM as the more expensive 2019 iPad Air 3.
It uses the same Apple smart keyboard as the iPad Air 3, same 1st gen Apple Pencil, too, and, in some cases, the same third party keyboard case/covers.
So, iPads are more like cars, now.
You are paying for iPad optional features, now.
Do you want/need larger internal data storage space for data, like music. movies and photos/images and room for other types of data?
Do you need a larger or smaller iPad screen?
Do you want/need a bonded, laminated display?
Do you/want/need higher color gamut display with Tru-tone room brightness calibration?
Do you want/need faster internal CPU?
Do you want/need more internal RAM?
Do you want/need better iPad cameras?
Do you want/need better/more iPad speakers?
Do you want/need the improved, 2nd gen Apple Pencil?
Do you want/need to have the new Magic Keyboard portfolio for the 2018/2020 iPad Pro models?
All of these options are what you need to decide if you really need, or not, and to decide to pay for accordingly.
The more iPad features you decide you need, the more you pay.
Best of Luck to You!

The printer will need to have AirPrint.
An iPad Air 3 is a good device
we are still using ipad air 2 for a long time. approximately 5 years. This might be a good choice however you should buy Air 3.
Printer support on iPads may still be a challenge even with a “Air Print” capable printer.
