Volume data full

I am trying to download a 5 gig video, saved from my computer and iCloud to files. When I try and download on my phone it says volume data is out of space. I have 27 gigs free on iPhone storage and 25 gigs free on iCloud. How do I download the video then when I have free space on phone and on iCloud. What is volume data then?

Are you certain the video file is just 5GB? Usually that error means that you're trying to download something to you iPhone storage and not your iCloud storage. You may need to free up some of your iPhone storage in order to download the video. See the following - How to check the storage on your iPhone, iPad, and iPod touch - Apple Support.
