I am being billed twice for my 2TB of iCloud storage. How can I fix this?
I was billed on July 13th and now again on July 28th. When I look up my storage plan in iCloud it says monthly billing 9.99 on the 28th of each month.

That's odd but I will have a look at this - If you see "apple.com/bill" or an unfamiliar charge on your statement - Apple Support.
