Unlink “Suggested” Credit Cards when adding a new one to Apple Pay

How can I unlink payment cards with my iCloud account? Every time I want to add a new card, the system prompts me to add old ones and expired ones. Is there a way to unlink those cards with an account?

I’ve removed all cards from each device I‘m signed into, via iCloud management. They “suggested” cards still show up every time....
