How big is your library? Do you get any more information if you click the activity widget near the top right? See Identify cloud status icons in your music library on your Mac or PC - Apple Support. If you scroll through can you see tracks change from waiting to matched or uploaded? If the process has stalled you can try File > Library > Update Cloud Library to restart it.
