If you are using iCloud Syncing for Messages, once you delete the messages, they are gone. Everywhere. They are not part of any back up.

I would like to download the back so I can upload it to me iPhone
my problem is I was deleting apps and files from my old phone and in doing so I deleted all my messages among other things and when I looked at my new phone again all the messages were deleted on the new phone also.
I then deleted everything on the old phone and then downloaded from iCloud a backup dated before I deleted the messages. I was got everything back but still no messages
I called att , no help, I called apple, no help. I would like to get them back if possible but I think they are gone forever.
You can either make a backup with iCloud or your computer - How to back up your iPhone, iPad, and iPod touch - Apple Support.
You can't download the back up file from iCloud to your computer then use it from the computer if that's what you're asking.
Was afraid you would say that but that’s my conclusion also.
