Need to update iOS but it won't let me???

Apparently I need iOS 11 to download any apps, but I have iOS 10.3.4 and it says it's up to date, when obviously it's not. How can I update this so I can actually use apps???

The iPad 4th generation cannot be updated beyond that. It will show that it is up to date when it is at the highest iOS that it can support.

So this iPad is basically useless then??? Because it won't let me download anything without that update and the update is not available to me.

I still have one older than that. It still runs apps that I installed previously. But I can't install newer apps.
