Sorry for the news, but your iPad is iPad 2, which is now a 9 year old device, and too under powered to run anything beyond iOS 9.3.5. All modern apps now require iOS versions significantly higher (the current is iPadOS 13.6). As such there is no solution which will make your current iPad compatible with the newer OS, nor current apps.
If money is an issue, you'll have to save up until you can afford a more modern new, refurbished or used iPad capable of running the newest OS.

Your very old iPad2 can only be updated to iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular models).
Apple ended update support for iPad2 in September 2016. Your iPad mini cannot be updated to iOS 10 or later major versions of iOS, as the internal hardware does not meet the minimum technical requirements for new versions of iOS/iPadOS. This limitation cannot be bypassed - in addition to which, iPad mini is a 32-bit architecture device, whilst all recent versions of iOS/iPadOS are designed for 64-bit hardware platforms. iPad2 is effectively obsolete.
Compatible Apps for your iPad2 are increasingly difficult to find - as third-party developers have dropped support for older versions of iOS preceding iOS11/12/13. As most older versions of Apps have been removed from the Apple App Store, you’ll not be able to (re)download or install them. Likewise, you’ll not be able to installer newer version of Apps as they are not supported by your iPad. As such, if you want or need to access most current Apps, requiring more recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model.
Even the most basic current iPad7 will massively outperform you current iPad - and is compatible with the vast majority of current Apps.

No solution. The MC982E/A model number corresponds to a 2011 iPad 2. Its 9 years old. It cannot update beyond iOS 9.3.5. Its 4 major iOS versions behind current, and there are no longer many apps that will work on it.
If you need to download Apps that need a newer iOS version, you need a newer iPad. Does not have to be brand new one.
You can probably get an iPad Air 2 or an iPad Mini 3 or 4 for $100 dollars on ebay or the like that can run at least iOS 12 and can still download more current apps.
