I went through the article you posted with no success.
What iPadOS version are you running on your iPad? Did you put the mouse in pairing mode per the directions from the manufacturer?
I have 13.5.1 installed. I think I did.
Either way, it's advisable to update to iPadOS 13.6 to be current. For the mouse, you'll have to ensure you are in pairing mode for it to connect to your iPad.
