Can I run programs on Catalina that were used with OS 10.6.8 on an old mac mini?

I have programs designed to run with OS 10.6.8. Is there a way I can emulate 10.6.8 on my iMac running Catalina?

Maybe see if you can install 10.6 in a Virtual Machine?
