Money Balance in my account

I want to change my app store region but still there is balance 1.35$ what to do I don't know how to get rid of it please help and transfer to my new app store region.

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
