So I have two devices that I continuously switch between for my art and sharing. For some reason my iCloud refuses to sync my devices. I have the new iPad 7 and the iPhone 11. I have photos on my iPad that I want on my phone and vice versa

Nice artwork. Anyway, not that you've established the photos are secure at the source (iCloud.com), consider toggling iCloud Photos off/on on those devices.
Is iCloud Photos turned on on both devices?
Before making any changes to those devices, are the photos secure in iCloud.com (on a computer)?
Can you determine which device is the problematic device where the syncing is not occurring?
No. It’s not working either way. I have a photo I want on my iPad that’s on my iPhone and photos from my iPad I want on my phone -.-
Yes. Don’t mind the underwear it’s for references. I’m a full time artist.these are the pictures from my iPad . They won’t go to my phone

I did a few times. Ended up having to do a complete reset of settings on both devices. And thank you! It was slow but it worked . Thank you for your help!
