Permissions to use "Other Apps" are missing from iPhone 11 Face ID settings.

Instructions for using the Face ID settings "Other Apps" don't work for iPhone 11 as "Other Apps" is not listed in that settings menu. Keychain also won't allow manual addition of passwords for apps. There's no fingerprint in iPhone 11. Apparently, ALL APP PASSWORDS MUST BE ENTERED MANUALLY EVERY TIME.

The only suggestions on this community board are to contact the app developers for the various apps (???!!!) The problem is NOT with the apps, it's with the phone! Has anyone got a solution for getting out of this NIGHTMARE??

Okay, so I'm answering my own question now for the benefit of anyone else encountering this issue. Apple has dropped the term "Other Apps" from the interface but you can still make the feature work. To save user names and passwords for apps on your phone under the Passwords and Accounts, select the plus sign under Website & App Passwords. Even though the next interface that appears only lists website, user and password YOU ENTER THE WEBSITE ASSOCIATED WITH THE APP. For instance, even though you're using the Home Depot app rather than using Safari to go to the Home Depot website, you need to enter their URL, www.homedepot.com. No need to contact Home Depot's app developer!
