why i cant video call..

hello apple, why i cant vidcall in whatsapp?..

and When I open the front camera on Instagram it always crashes..

that's why ?, but when I open the front camera in the default Apple application it's okay, I've reset all content and settings on my iPhone, and have reinstalled WhatsApp and Instagram, but it's still the same, is it because I updated iOS 13? the problem is that before I update it can still be used, but I have already updated iOS and it can't.
