Apple TV setup hung at “Setting up your Apple TV”?

My old Apple TV got fried in an electrical storm so I bought a new one. Plugged it in & connected it, and brought my iPad close to the Apple TV to do the setup that way. It went to a screen that says, “Setting up your Apple TV...” with the spinning progress wheel. It has been on this screen for an hour. Is this normal? Or is it hung up? I can’t tell if it’s just taking a long time because it’s downloading all the apps I had installed on the old one?
