Asking for old iCloud Password During Reset

So I had to do a reset of my iPhone 7 after it was disabled, and while setting it up it's asking me to enter the password for my old iCloud account so I can include those purchases. The problem is, I changed my iCloud email because that email expired, and I no longer know that password. When I try to say forgot password it just makes me change the password to my current account, and it won't let me Skip the Step, even though it includes that as an option. Any help would be great!
