‘Other System Data’ is taking up 43 GB of memory and growing of my 64 GB iPhone 11

Hello! My iPhone memory suddenly notified me it was full a couple weeks ago which shocked me because it wasn’t even close last I checked. I had just gotten this iPhone 11 Pro Max in November and 64 GB was more than I had ever had so I was only using about 20 of it. I looked at the memory and 43 of it is “Other” specifically ‘other system data’. I have tried clearing caches, closing apps, offloading saved data from apps like Spotify, it’s only continued to go up. Any ideas?? I’m thinking I may have to try a factory reset but I don’t want to if I can avoid it.
