Why is volume so loud?

I have a pair of bluetooth headphones and they don't get quiet enough. I put them on the lowest possible volume (which is two steps up by the way) and they are still blasting in my ears. Why is there a minimum volume? Even the slider does nothing to help with this. What is the point of a slider if it doesn't let me put it to whatever volume I want. There shouldn't be a minimum volume. When I plug in the earpods that came with my iPhone I can get them to a low enough volume but not with anything over bluetooth. It is literally unbearable and needs to be fixed. I did some research and found out that this problem is not just with me and my specific pair of headphones. There are many other people that are having this problem(strangely the volume gets low enough on beats and air pods tho). We at least need a setting that allows us to change the minimum volume and the slider need to actually work as a slider starting from ZERO not "my ears hurt". Not only is this uncomfortable but I really don't want hearing damage. Please fix this or at least give us an option to adjust.
