In FC Pro X, I've encountered when importing a 4 hour long, either .srt or .itt file, only the first (about) 2.5 hours of the captions show. Anyone else experience this?

There was a duration limit after which captions aren't displayed anymore - but can't recall the time (was about 2.5 hour or so)
If not all captions are imported try to divide the source file into smaller ones to figure out if there are kind of "offensive" sections there.
Do you get any warnings when importing?
I wonder if the problem may be not the duration, but perhaps the number of captions, or possibly an ill-formed caption somewhere.
You could try making a copy of the srt, delete the captions you already imported, and importing just the rest of them.
FWIW, I made a long test project, and created some captions going up to about 4 hours, and they imported correctly.
I did not get any warnings.
You are right about the possibility of an ill formed caption that might be throwing off every caption after it, I'll have to examine further.
I did use iSkysoft Video Converter and it worked perfectly.
