I have iPad running iOS 9 and I'd like to transfer its contents to my new iPad running iOS 13. Could I transfer everything without updating the old iPad?

that doesn't tell me whether or not I could transfer everything without updating the old iPad. iOS 9 is pretty old, so I am worried that it won't transfer over. I can't update the iPad because it's also ancient
Would it be possible to backup an old iPad running iOS 9 and transfer it's data to a new iPad running iOS 13?
