If your Mac is not responding hold down the power button for 10 seconds, if it does not restart, then unplug it.

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode?

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.

Pastebin is a good place to paste the whole report if you capture the URL while there…

Whew, they've changed pastebin & made it harder, but after pasting in, click Create new paste button, then Embed button, then copy the URL...

The important part is...

Workable but harder for me to work with...the Note tool on the bottom of this editor's toolbar, as shown in the image, to copy and paste the output from EtreCheck. In a Reply before you click post, look for this to add longer texts...

My computer would only shut down and start up with the power button. No restarting to update OS updates. Decided to try it one last time and i got a message saying drop box was preventing my restart. Apparently during one of the dropbox updates, I had allowed dropbox to control my computer. i turned this off under my mac preferences and now everything is okay. Whew!

Thanks for all the suggestions that i received. i tried everything. Apple doesn't always tell you what the problem is when something does not work so I was lucky that i got the message about dropbox.
