Trouble verifying card on Apple Pay

everytime I try to verify my cc on my new phone I get a message saying couldn’t verify. Please try again later.

but it never works for either of my credit cards. I have logged out and back into my Apple ID as suggested but this hasn’t helped either.

any ideas?
