Why don't iPads have a calculator stock built in app ?

Apple never developed or designed an acceptable and unique calculator app for iPad.

And, for the past 10 years, now, since, there is a whole third party, iOS App Store marketplace for a plethora of exceptional iPad calculator apps, now, a native iOS calculator for iPad is now not even being considered, any longer, by Apple.

Apple had an opportunity to create a unique iPad calculator app for iPad with the totally redesigned iPadOS, but Apple, once again, squandered this perfect opportunity.

There is also NO actual Wallet app OR Health app or weather app for iPad, either.

There are plenty of great third party calculator apps for iPad and if you do not like the ads, pay the app developer to get rid of these ads

I use two calculator apps.

Digits and Calculator Pro HD.

I paid to get rid of ads and to add other functionalities to these calculator apps

There is a WHOLE plethora of third party calculator apps, now, that I believe Apple has no incentive to develop their own unique calculator app for iPads, any longer.

They have simply left this app to the third party calculator app developers.

Pick one or two you really like and use them and if you need to, pay the app developer to get rid of the ads.
