Why do i have to Zoom in and Out to get a Clear Picture ?

Once i capture an image, it turns out to be blurry in my Photos , as I zoomed in and out it is getting clearer and nicer. I checked the replies from the apple support on regarding this issue , It was really not helpful at all. May I know what can i actually do in order to solve this issue? By the way there is nothing to do with my iCloud Photos as i have switched it off.

My issue is in such way. The attached images below would be the scenario.

The first image is before zooming out and the second image is after zooming out. Please try to respond as soon as possible and btw this issue has been popped up in my IPhone 11.

iPhone 11, iOS 13

Could it be that you are running out of storage on your iPhone? The photo will be initially blurry, if you do not have a high resolution preview of the photo on your iPhone. The previews may be missing, if you are running out of storage. Zooming in and out is forcing Photos to create the previews.

How much free storage is on your iPhone?

And you have checked Settings, if iCloud is still disabled? It can get enabled by default after a system update without you being aware of it. If you have not checked the iCloud Settings, look again, just to be sure it is still off.
