How authorize older model computer that is loaded with music?

Having problems authorizing purchase of new songs with an older model computer that has iTunes Music?

Downloading songs Lately when downloading previously purchased and new music some of the tracks don't download. When I click on it says authorize computer, when I sign in with name and password it says computer already authorized. I don't want to have two areas for music. I am using a pc not a mac computer.
