Apple is not letting me use my gift card to pay for things, it continues to tell me that i need to verify a payment method when i already have the card loaded in, how do i fix this?

What “things” might those be? An iTunes gift card, assuming you properly redeemed it and have it credited to your Apple ID, cannot be used for certain purchases such as gifts to others.
Specifically i am trying to make an in app purchase for special abilities and perks.
