Is there anyway that Apple can find the location of my phone?

One of my devices is lost and dead. Is there anyway that Apple can track it for me?

If it is dead or off line, there is no way to track it. See here for what you can do: https://support.apple.com/en-us/HT201472

The longer version of “no”... The technology to remotely charge a battery or to beam power to a device at non-trivial distances is not yet widely available and not widely adopted and not a feature of any Apple devices, and no device power means no power for the Wi-Fi and cellular and GPS radios, and no radios means no location data and no communications, and no communications means no location information will be available.
