When you go to the Apple Card payment screen, there should be a payment option for your Apple Cash. Do you see it? You need to press "Pay Now".

I used to be able to use the Apple Cash earned towards paying the Apple Card balance. Today I had to transfer it to my bank.
What type of bill are you talking about? Like an In-App purchase, an Apple Card, or a financing payment on an Apple product?
