Here's the Apple's version:

I don't want to buy a new keyboard or learn a new keyboard layout (right now I am forced to use Windows because I can't use my keyboard on MacOS).

By making a custom layout using the app Ukelele.

Check first to make sure that Apple has not included a "Portuguese PC" layout in system preferences/keyboard/input sources (I am not updated to Catalina so I don't know if they may have added this recently).

Also you might search google to see if someone has already done it, and likewise ask in the Portuguese discussions.

I've made dozens of keyboards for cases like this with Ukelele, it's easy and safe.

To avoid using anything not made by Apple, you could try this stuff:

Or you could manually edit the xml file Portuguese.keylayout, which is available with the Ukelele download or I could send you.
