Nope. Charges aren't magically or unilaterally applied. Something happened to generate the charge. The system is designed to not allow random charges as they require the account holder's authorization before being generated.

  1. If you are seeing a charge in an email only, make sure the email is actually from Apple: Identify legitimate emails from the App Store or iTunes Store - Apple Support
    1. Its normal to get emails purporting to be from Apple stating a charge has been made, when no charge actually exists, and its just a scam to get access to your account from scammers.
  2. If you are seeing the charge on your payment method's statement from your bank or credit institution, see here: If you see "apple.com/bill" or an unfamiliar charge on your statement - Apple Support
  3. Otherwise you can at any time check your account's purchase history and charges by following the steps here: See your purchase history for the App Store or iTunes Store - Apple Support
  4. You should not be sharing your Apple ID with anyone even in your Family. So no reason for your family to have charged things to you unless you are using Family Sharing. In which case "Ask to Buy" can be enabled to prevent un-authorized purchases from Apple IDs under 18 years of age. Request and make purchases with Ask to Buy - Apple Support
