Since upgrading to macOS Catalina, the System Preferences Startup Disk does not show the macOS release of bootable external disk volumes. The volumes contain macOS 10.13.6 and macOS 10.15.6. Both volumes boot properly, it is just that the macOS release is missing.

I looked at the Startup Disk in System Preferences on two admin accounts, two normal user accounts, the Guest accout, and on the System Administrator (root) account. All show the same problem; no macOS release on the external bootable volumes.
I will try Safe boot next.
