You cannot expand the capacity of an iPhone or iPad. Whatever storage it had when you bought it is all it will ever have. What you purchased is iCloud storage, which is space on Apple’s servers that is used for backups, syncing and transferring files. But it does not add any space to your phone. If you don’t need that iCloud storage see this Apple support article—>Downgrade your iCloud storage - Apple Support
After you do that you can try asking for a refund on the basis that you misunderstood what you were purchasing—>Request a refund for apps or content that you bought from Apple - Apple Support

Hi howdy! I'm sorry about your frustrations regarding your purchase.
Often times, if you are paying for space, you are paying for iCloud Drive Storage, which includes files and photos backed up to iCloud Photos. Whenever you purchase more iCloud Drive Storage, you are not increasing storage on your iPhone itself, but rather increasing the space in the cloud you're allowed to use. Because apps store to the device itself, they do not get to use the additional cloud storage that you've purchased.

Not a problem! First, this isn’t Apple, I am an average consumer just as you are.
Second, you can cancel your subscription at any time by following the instructions I posted earlier. You can try to get a refund, but technically you’ve already used part of your service, so odds are you’ll be denied. But, you can try anyways at https://support.apple.com/en-us/HT204084
