My messages aren’t syncing to my new phone

my iMessages aren’t synching to my new phone and when I signed into my new phone with my iCloud account it’s said the my iMessages and iCloud account are different accounts and won’t sync my iMessages and text messages to my new phone. I’ve reset my setting twice, restarted my new phone and old phone but nothing is working.
