My phone keeps saying my storage is full but I have have an additional storage plan that comes out every month I’m so confused.

You’re paying for iCloud storage. This doesn't change the storage on the device.
You're renting extra iCloud storage and none of it is added to the capacity on the device.
Thats correct it’s has never done this before and I’m not sure what triggered it
I have done that and it’s still populating the same thing
So the ones deleted on the phone will still be on iCloud?
You've got to delete some stuff on the device to free up storage.
