IMPORT PHOTOS

MY COMPUTER PERCEIVES THE IPHONE AS LOCKED EVEN IF IT IS NOT SO IT WON'T IMPORT PHOTOS TO MAC. KEEPS FLASHING PREPARING TO IMPORT, THEN PLEASE UNLOCK IPHONE & WON'T IMPORT NEW PHOTOS.

iPhone showing as locked when connected to photos on my Mac??? I want to transfer photos from my iphone to external hard drive to free space but although my connected phone is showing in finder, when I open photos on my mac the iphone is not showing as connected and asks for the phone to be unlocked although it already is? Cannot download photos from iPhone XR Version iOS 12.4 to Mac version 10.9.5 iPhone keeps showing as locked even after I have restarted Mac and the phone couple of times with no change. My photos are on iCloud. I have Optimize iPhone storage checked and Upload to my Photo Stream, Upload Burst Photos and Shared Albums on. I have not received any software updates for my Mac for at least a year now if not more. Any help would be appreciated....
