You need at least MacOS 10.12 Sierra to run the current CS suite (2019 / Creative Cloud). Other than that, there's really no 'best' though obviously as CS is updated it will eventually require higher version of MacOS. Older versions of apps, e.g. Photoshop CS6, do not run on Catalina.
