I can’t enable mms. Please help me

I need to enable mms but it’s not in my settings under messages. How do I enable it?

I just got a new iPhone SE, but every time I try to send a gif, it says, "MMS Messaging needs to be enabled", so I've googled how to do that, and it says to go to "Settings" then "Messages" then turn on MMS, but I'm not seeing that as an option when I go to Messages in Settings...

Perhaps your cellular carrier does not support MMS.
