Why my Apple Watch series 3 (GPS) has 4.8 GB of capacity, and it has to be 8GB ??

I’ve got 0 applications loaded, 0 songs, 40 photos, and capacity of 4.8gb and 1.1gb available... is the Watch OS using 6.9gb? Makes no sense....

Ways to Free-Up Storage:

For songs, see the "Remove music from Apple Watch" section in:

Add music to Apple Watch - Apple Support

and for pictures, see the "Limit photo storage on Apple Watch section in:

Choose a photo album and manage storage on Apple Watch - Apple Support

Also, try unpairing and pairing your watch again and restoring from the backup. This deletes all temp and corrupted files and re-indexes the file system.
