Can downloaded Apple TV+ content on an iPhone, found in the library, be watched on a MacBook if the subscription is same ? Or in other words, Can the 2 Apple TV+ libraries in the 2 devices be synced ? So that a download in one device appears on the other as well.

Yes. Your Apple ID can view the material on any Apple device connected to the internet.
