Retrieve an old note

The notes app includes a Recently Deleted folder that retains deleted notes for 30+ days. If it is still there, you can move it back into one of your active folders. If is it isn’t still there, the only way to recover it would be to restore from a back up. This assumes it was still available in your last back up, and you don’t mind loosing other items that are not in that back up.
