Hi , just purchased a mac mini (i7 2.6 , 16gb , 1tb ssd) and an LG monitor (27UL500 4k).
Right now i'm using Mini DP to DP cable (supports up to 8k 60hz) , but unfortunately I cannot change the display settings for scailing.
Everything looks so small at 4K resolution. Is it possible to use 3840x2160 at X2 scailing ? Or X1.5 ? Like in windows?
Anybody have solution ?

The 2012 Mac Mini does not support 4K and I would leave it set at 1920x1080 like in your first image.
In the Finder under View/Show View Options in the Menubar you should be able to change icon and text size, however the 30Hz Refresh Rate limits the ability to play games and watch videos.

I've done that , and changed the dock size as well.
Is there any way to change the size and text for the top menus bar?

No, it is a fixed size and cannot be adjusted.
