Can I recover my deleted WhatsApp chat through iCloud in the iPad as the current device isn’t available anymore ...and through sim auto backup is till recent past...please do guide to recover old deleted chat through iCloud from another iOS device

The iCloud backup feature in WhatsApp is a function of the WhatsApp app and not something Apple has any role in. Since WhatsApp does not make their app available for iPads, you cannot install WhatsApp and restore a WhatsApp iCloud backup to an iPad. You would need an iPhone and the WhatsApp app installed to recover your WhatsApp chat backup in iCloud.
