It will come with cellular no matter what, but you don’t have to activate it. Not activating cellular during the set up process will allow it to function just like a GPS Watch.

but buying cellular and gps knowing that I don't use cellular I am overpaying for the watch.

there must be another way to go around and buy that watch maybe with different band and then buy from apple the stainless steel?

Nope. If you get a stainless steel Apple Watch, it will come with the cellular radio built in.
