Locked out of Apple ID

I have been locked out of my Apple ID for 2 years. I have recently tried to fix it or make a new ID but it still continues to tell me I’m locked out. I’m not sure what to do anymore. I can’t update my software or update apps on my phone because of this it’s starting to make my phone kinda harder to use.

You need to enter account recovery. So use this link: request account recovery to regain access to your account.

 

But before making the request, see Recover your Apple ID when you can’t reset your password https://support.apple.com/en-us/HT204921.  Read the whole document carefully.
